General Description

History

Public Law Postgraduate Program has been established within the scope of Department of Public Law. According to the article 24 of the D.E.U. Master Program Regulation, The purpose of the Public Law Postgraduate Program is to provide the student the ability to research, to interpret by probing the scientific facts with the broad and deep point of view and to define the necessary steps to reach the new synthesis.
Institute of Social Sciences started its activities in 1982, by aiming the continuous development; the goal of universal level is to provide education and training post-graduate level.

Specific Admission Requirements

Second Cycle (Master's Degree) diploma; a minimum Cum. GPA of 80/100 or 3/4; a minimum score of 60 from the nation-wide Academic Graduate Education Entrance Examination (ALES) in the related field or GRE/GMAT equivalent; a minimum score of 60 from the Foreign Language Exams (UDS/KPDS/YDS) or TOEFL IBT/PEARSON PTE/Goethe-Zertifikat/TestDaF/DELF&DALF equivalent. Transcript; a minimum score of 75 from the graduate school academic proficiency exam.

Specific Arrangements for Recognition of Prior Learning (Formal, Non-Formal and Informal)

Transfer Students:
The transfer student candidates from Turkish or foreign universities are subject to the YOK Legislation "The transfer, double degree, minor degree and inter-institutional credit transfer" and to the evaluation conditions determined by Dokuz Eylul University Senate.
The transfer quotas are determined and announced by Turkish Higher Education Council (YOK). The evaluation of the candidates are done by the school evaluation commmisin and approved by the management

The Graduate Transfers:
The short cycle graduates are given the right to be admitted to the first cycle programs if they comply with the conditions set by the "The transfer of Short Cycle Program Graduates to First Cycle Programs" Legilation of Turkish Higher Education Council (YOK)
The universities inform YOK regarding the quotas and YOK announces the quotas and conditions in "Graduate Transfer Guide" and the placements are managed by YOK due to the results of nationwide graduate transfer exam.

According to the Regulations of Dokuz Eylül University for Graduate Schools, students are not connected to the right for internal transfer, previously taken courses at another graduate programme by another university with a successful grade may be
recognized by the related programmes after the letter of the students includes course contents and the transcript, and by the recommendation of the head of the departments and by the decision of the Board of Directors. The courses taken by the outgoing
Exchange students have the recognition at the school either as compulsory or elective.

Qualification Requirements and Regulations

4 years, 2 semesters per year,16 weeks per semester, 240 ECTS in total.

Profile of the Programme

The Program aims to provide the students to have the ability to reach to the knowledge, assessment and interpretation by researches.
The objectives of this program are to have expert lawyers who internalize universal legal principles, have an expert level of evaluating and analyzing legal disputes. At the end of this research-based program, the recent national and international developments will be evaluated. The experience that defines and solves the legal conflicts and disputes is one of the main objectives. The capacity of critical thinking and illuminating the society about legal issues will be improved. The other fundamental objective is to have competent lawyers who can do research, give presentations and share his/her thoughts on international level.

Key Learning Outcomes

1   Deepening and improving the knowledge of Public Law gained during bachelor's degree and master's degree to the expert-level.
2   Synthesizing, interpreting and analyzing the information about Public Law and creating new conclusions by using knowledge requiring specialization.
3   Being aware of the relations of the disciplines of Public Law and reaching new conclusions from these.
4   Having a competency of following academic studies, legislation and juridical decisions.
5   Utilizing the data of Comparative Law and International Law and having deep information about international agreements.
6   Having the ability of using scientific methods.
7   Putting the theoretical knowledge of Public Law into practice by solving legal disputes and problems.
8   Having an ability of publishing original innovative studies.
9   Improving the consciousness of Supremacy of law, democracy, human rights, justice and the freedom of justice.
10   Expressing opinions for the problems of Public Law or interdisciplinary issues accurately and clearly. Also, establishing an efficient communication and defending her/his thoughts in front of a professional community.
11   Having the competency of evaluating the knowledge, legislation and juridical decisions about Public law critically and endeavoring for further improve.
12   Having a competency of using at least one foreign language with oral/written forms.
13   By following and sharing the recent social developments in the field of Public Law, making contributions for establishing a knowledge-based society.
14   Endeavoring for having a human rights-based, democratic, secular, secular state and state of law.
15   Having social, professional and academic ethical principles.

Occupational Profiles of Graduates with Examples

Doctoral degree in public law, assistant professor at the university in the academic field and staff employment in progress allows.

Access to Further Studies

Graduates may apply to post doctorate studies.

Examination Regulations, Assessment and Grading

Examination regulations, assessment and grading are regulated in Art. 22 of the Graduate Education Rules of Practice from the DEU Institute of Social Sciences.
Generally there are two exams in a mid-term: a mid-term exam and a final exam. In addition to these two exam, there can be another work which is named as mid-term work or it is discussed that different court decisions. If there is a mid-term work, weight of the score of final exam cannot be under %40, but if there isn t any mid-term work, weight of the score of final exam cannot be under %60.

Graduation Requirements

Third Cycle (Doctorate Degree) Program with thesis is comprised of courses (84 ECTS), a field study (6 ECTS) and thesis (150 ECTS), in total 240 ECTS credits. Students must have minimum Cumulative Grade Point Average (CGPA) of 2.50/4.00 and completed all the courses with at least CB/S/TP grades.
