General Description

History

Master s Degree in Disaster Administration and Master s Degree in Disaster Administration Non-Thesis (MSc) which were a part of Dokuz Eylul University institute of social sciences, the department of Information Management was started to educate in 2014-2015. And after the department of Disaster Administration had been founded in 2015, Master s Degree in Disaster Administration, Master s Degree in Disaster Administration Non-Thesis (MSc) and Doctorate Degree in Disaster Administration were started to educate as parts of the department of Disaster Administration. The language of education of the program is Turkish.
Disaster administration and emergency planning has changed significantly in recent years. Number and violence of disasters affects the world, Turkey and our region in an increasing amount. Continuously changing complex technologies, migrations and public policies both affects and being affected from disasters. These relations revealed the necessity of emergency planning and programming the intervention abilities both for public and private sector administration strategies. These complex problems and necessities, revealed the vitality of analyzing the subjects of disaster administration and emergency plan in a multidimensional and comprehensive way. Today, both public and private sector needs more sophisticated and talented administrators and specialists about emergency and disaster subjects.
Because of these major reasons, Disaster Administration Programme is designed to help the development of today's and future's administrators and staffs by making them gain the information and problem solving ability against complex issues. It is aimed to teach changing and differentiating rules, concepts and contemporary applications for all kinds of disasters. By the help of this programme, developing instructive models both for central and local governments is also aimed. It is aimed to develop abilities of learning, evaluating, commenting, developing and applying strategies depending on contemporary events and applications for candidates who want to specialize on disaster administration disregarding their bachelor degree. And also, by the help of this education, the demand for specialists in region and country will be met.

Specific Arrangements for Recognition of Prior Learning (Formal, Non-Formal and Informal)

Transfer Students:
The transfer student candidates from Turkish or foreign universities are subject to the YOK Legislation "The transfer, double degree, minor degree and inter-institutional credit transfer" and to the evaluation conditions determined by Dokuz Eylul University Senate.
The transfer quotas are determined and announced by Turkish Higher Education Council (YOK). The evaluation of the candidates are done by the school evaluation commmisin and approved by the management

The Graduate Transfers:
The short cycle graduates are given the right to be admitted to the first cycle programs if they comply with the conditions set by the "The transfer of Short Cycle Program Graduates to First Cycle Programs" Legilation of Turkish Higher Education Council (YOK)
The universities inform YOK regarding the quotas and YOK announces the quotas and conditions in "Graduate Transfer Guide" and the placements are managed by YOK due to the results of nationwide graduate transfer exam.

According to the Regulations of Dokuz Eylül University for Graduate Schools, students are not connected to the right for internal transfer, previously taken courses at another graduate programme by another university with a successful grade may be
recognized by the related programmes after the letter of the students includes course contents and the transcript, and by the recommendation of the head of the departments and by the decision of the Board of Directors. The courses taken by the outgoing
Exchange students have the recognition at the school either as compulsory or elective.

Qualification Requirements and Regulations

1,5 years, 2 semesters per year, 16 weeks per semester, 90 ECTS in total.

Profile of the Programme

The master program in Disaster Administration aims to educate students with a theoretical background which also includes knowing the theories about public administration, accessing to information and the ability to interpret information. In that way, it is aimed students to gain theoretical knowledge in the fields of political science, urban and environmental problems, administrative sciences and law. Also it is aimed to associate theoretical knowledge with the practices by using the different methods such as paper, project and field research. As of secondary class, it is enabled students to specialize in the fields which they want to specialization by elective courses in their programs.

Key Learning Outcomes

1   To be able to integrate the theoretical bases of the manager s responsibility concerning Disaster Administration with practice, to be able to gain theoretical and practical information, and to be able to use it in agreement with ethical principles.
2   To be able to develop and deepen one s knowledge by completing it in line with the information obtained in different institutions and the new developments on this matter, to be able to reach the knowledge whereby one can make a comparative analysis and synthesis with the examples of different countries, and to be able to produce models.
3   To be able to analyze the responsibilities of a manager and the staff with roles of assisting the manager with respect to the process of disaster Administration on the network of international and global relations and concerning the linked issues.
4   To be able to comprehend the interdisciplinary interaction with which the field of Disaster Administration is associated.
5   To be able to produce scientific publications by using case assessments about the types of disaster concerning disaster Administration both in Turkey and around the world as well as the appropriate research methods.
6   To be able to develop strategic approaches in analyzing complicated problems which are encountered in disaster management and which are unpredictable and to be able to act as a leader when necessary.
7   To have the social and technical communication skills that disaster Administration entails.

Occupational Profiles of Graduates with Examples

Through this program, civilian administrative authorities such as governors and district governors and administrators and support staff specialization will be provided in an effective way. Crisis and risk analysis specialists will be trained in the organization of public administration. The specialists will be trained for the units of Planning and Mitigation, Recovery, Administrative Services, Strategy Development, Information Systems and Communication in institutions such as Prime Ministry Disaster & Emergency Management Presidency in the central and provincial levels. The specialists who will be taken responsibilities about disaster aid, emergency calling, investment monitoring, guidance and controlling, strategy and coordination, public order and safety and migration administration, will be trained for The Investment Monitoring and Coordination Directorate. The Specialists will be trained on planning in private sector.

Graduates may apply to the related employment positions in their area of specialization.

Students graduated from 4-year education can apply for Disaster Administration Non-thesis. There is three semester in this perogramme and students who successfully complete courses which are obligatory and elective in the three semester, required to execute a project and succeeded in the last semester. There are no prerequisite required for taking the courses.

Graduation Requirements

Second Cycle (Master's Degree) Non-Thesis Program is comprised of courses (at least 85 ECTS), Term Project (5 ECTS), in total 90 ECTS credits. Students must have minimum Cumulative Grade Point Average (CGPA) of 2.50/4.00 and completed all the courses with at least CB/ S / TP grades.
