Course Objective

Turkey's administrative structure and functioning of the teaching as a whole: Analysis of the relationship between the central administration and the local administrative organizations, aimed to study the audit forms in public administration.

Course Contents

Week Subject Description
1 To explain the Turkish public administration s principles of fundamental organisation related to the administration of the constitutional principles: Centralization and decentralization, centralized and decentralized management features, benefits and drawbacks.
2 constitutional principles affecting the administration: The principle of the integrity of the administration, decentralization, guardianship supervision. Non-constitutional principles that affect the organization of the administration: the principle of subsidiarity.
3 Turkey's administrative organization; Schematic drawing. The capital of the central government organization;The organization of the President and the Presidency.
4 The Prime Minister and the Council of Ministers
5 The organizational structure of Ministers and Ministries
6 The central auxiliary organizations: the National Security Council, the State Planning Organization.
7 The central auxiliary organizations: Council of State and the administrative organization of the Court of Auditors

10 Rural (Environment) Organization of Central Government; Rural Organization of Ministries, provincial establishments of depending on provincial governor, a district establishment depending on the District Governor organizations, place of local organizations that directly connected to the center in Turkey s admnistration structure.
11 Provincial General Management Structure: Governor, City Managers, the County Administrative Board.
12 Management's administrative structure of the district: District Governor, district managers, County Administrative Board. Township Management and Regional Management space in Turkey's administrative organization.
13 Central government - local government relations: To investigation relations between central government and local governments perspective of administrative, financial, political and examining the models of revealed by these relationships.
14 Supervision of public administration in Turkey: Political Control; information and control paths of legislative and executive organs. Administrative control; hierarchical control and guardianship control. The Ombudsman control (the ombudsman institution),openness and the right to information management, pressure groups and public opinion control, administrative judice review.
