1 Budget content and historical development of budgeting
2 Evaluation of budgeting theories
3 Functions , principals of the budget and new developments on budgeting
4 Deviations from the unity principle in the World and Turkey
5 Evaluation of private and individual budget applications
6 Investing of revolving funds and fund applications
7 Budgeting tecniques : Traditional budget system, programme budget system, and performance budget system
8 Midterm exam
9 Midterm exam
10 Programme and performance budget system and evalution on Turkey's application of that.
11 Zero based budgeting, Application of zero based budgeting in USA.
12 Assessment on process and application of budgets in Turkey .
13 Comment on general principles of(2003) 5018 Public Financial Management and Control Law and Related Legislation .
14 Analyzing bdgeting process and applications of budgets in EU and international institutions.
