General Description

History

Disaster administration and emergency planning has changed significantly in recent years. Number and violence of disasters affects the world, Turkey and our region in an increasing amount. Continuously changing complex technologies, migrations and public policies both affects and being affected from disasters. These relations revealed the necessity of emergency planning and programming the intervention abilities both for public and private sector administration strategies. These complex problems and necessities, revealed the vitality of analyzing the subjects of disaster administration and emergency plan in a multidimensional and comprehensive way. Today, both public and private sector needs more sophisticated and talented administrators and specialists about emergency and disaster subjects.
Because of these major reasons, Disaster Administration Programme is designed to help the development of today's and future's administrators and staffs by making them gain the information and problem solving ability against complex issues. It is aimed to teach changing and differentiating rules, concepts and contemporary applications for all kinds of disasters. By the help of this programme, developing instructive models both for central and local governments is also aimed. It is aimed to develop abilities of learning, evaluating, commenting, developing and applying strategies depending on contemporary events and applications for candidates who want to specialize on disaster administrationdisregarding their bachelor degree. And also, by the help of this education, the demand for specialists in region and country will be met.

Specific Admission Requirements

First Cycle (Bachelor's Degree) diploma; a minimum score of 55 from the Academic Graduate Education Entrance Examination (ALES) in the related field or GRE/GMAT equivalent; a minimum score of 50 from the Foreign Language Exams (ÜDS/KPDS/YDS/e-YDS/YÖKDİL) or from equivalent foreign language proficiency exam approved by OSYM or a minimum score of 55 from DEU School of Foreign Languages English Proficiency Test. Transcript; a minimum score of 65 from the graduate school academic proficiency exam.

Specific Arrangements for Recognition of Prior Learning (Formal, Non-Formal and Informal)

Transfer Students:
The transfer student candidates from Turkish or foreign universities are subject to the YOK Legislation "The transfer, double degree, minor degree and inter-institutional credit transfer" and to the evaluation conditions determined by Dokuz Eylul University Senate.
The transfer quotas are determined and announced by Turkish Higher Education Council (YOK). The evaluation of the candidates are done by the school evaluation commmisin and approved by the management

The Graduate Transfers:
The short cycle graduates are given the right to be admitted to the first cycle programs if they comply with the conditions set by the "The transfer of Short Cycle Program Graduates to First Cycle Programs" Legilation of Turkish Higher Education Council (YOK)
The universities inform YOK regarding the quotas and YOK announces the quotas and conditions in "Graduate Transfer Guide" and the placements are managed by YOK due to the results of nationwide graduate transfer exam.

According to the Regulations of Dokuz Eylül University for Graduate Schools, students are not connected to the right for internal transfer, previously taken courses at another graduate programme by another university with a successful grade may be
recognized by the related programmes after the letter of the students includes course contents and the transcript, and by the recommendation of the head of the departments and by the decision of the Board of Directors. The courses taken by the outgoing
Exchange students have the recognition at the school either as compulsory or elective.

3 semesters, 16 weeks per semester, 90 ECTS in total.

Profile of the Programme

This programme aims to teach the concepts, rules and modern practices of Disaster Administration according to the types of disaster and emergency with references to its changing and differing characteristics. In addition, this Program aims at guiding development of models for the central and local governments. The program aims the graduates that come from different disciplines to specialize on Disaster Administration via focusing on developments, applications in this field on the basis of recent information, evaluation, interpretation, and strategy. In addition, this study aims to meet the needs for trained and specialists in the region and in the country.

Key Learning Outcomes

1   To be able to integrate the basic terminology concerning Disaster Administration and the legal andtheoretical stands of administration s responsibilityand its practices.
2   To know the institutional structuring concerning Disaster Administration and to be able to develop the information by completing it in line with the new developments.
3   To be able to reach the information to be able to make comparative analysis and synthesizewith the examples of the different countries, to be able to produce a model.
4   To know and to be able to resolve the economic and fiscal structures in Disaster Administration at National and International level.
5   To know the effect models developed for different kind of disaster types in Turkey and the World, to develop a model and to be able to resolve by questioning.
6   To be able to make risk analyses, to see new developments, to be able to develop national and international models by using research methods.
7   To be able to develop ethic-strategic approaches and dialogue in resolving the unpredictable and complex problems encountered in Disaster Administration and to be able to take the lead whenever necessary.

Occupational Profiles of Graduates with Examples

The master program in Disaster Administration aims to educate students with a theoretical background which also includes knowing the theories about public administration, accessing to information and the ability to interpret information. In that way, it is aimed students to gain theoretical knowledge in the fields of political science, urban and environmental problems, administrative sciences and law. Also it is aimed to associate theoretical knowledge with the practices by using the different methods such as paper, project and field research. As of secondary class, it is enabled students to specialize in the fields which they want to specialization by elective courses in their programs.

Evaluation and assessment methods for each course is defined in the the Course Description Form which is prepared by related faculty member / s and included in the information package. Exams and course success notes is subject to the relevant articles of the DEU Regulation on Graduate Education.

Graduation Requirements

Students must have minimum Cumulative Grade Point Average (CGPA) of 2.50/4.00 and completed all the courses with at least CB/ S / TP grades.s.
