Course Objective

The course Council of Europe and Local Authorities is a basic course of Public Administration and the aim of the course is to evaluate the Agreements of Congress of Local and Regional Authorities, working particularly on the local doctrine, of the Council of Europe, and to put forward changing legal-institutional responsibilities as a member to the Council of Europe, and to make preparations for activities of democratization in the process of European Union both as a candidate country and for a dynamic Turkey

Learning Outcomes of the Course Unit

1   To be able to learn the main philosophy of local and regional government in European Council.
2   To be able to learn outline of current legislations, agreements and charters which are related to local authorities in Europe
3   To be able to learn some of the special local and regional governments in European Countries
4   To be able to learn local government in Turkey and European Local Governments comparatively as structural
5   To make control-oriented brainstorming practices during some weeks.
6   To support the course topics with sample event examinations.
