Course Objective

This course aims at examining the changing structures and operations of government fiscal systems in less developed countries, with particular emphasis on the growing trend to strengthen sub-national governments.

Learning Outcomes of the Course Unit

1   Exploring how governments make decisions about what public services to provide
2   Exploring alternative ways that governments raise revenues to finance the delivery of services;
3   Determining an appropriate division of fiscal responsibilities among levels of government
4   Assessing prospects and options for pursuing decentralization and intergovernmental fiscal reform
5   Analysing fiscal, political, institutional and cultural considerations.
