Course Objective

Examining the progress and altering aspects of Turkish disasters management system s administrative strategies historically and evaluating the activities of institutional constructions after this process by using modern disaster management approaches; analysis good practices about which are basic administrative functions related to disaster management from planning to budgeting in the world and evaluating the relation between the available institutional buildings and legislative arrangements by enhancing solution oriented strategies which are tackled with general problems about disaster management.

Learning Outcomes of the Course Unit

1   Learning the progress of institutional structures of disaster management in Turkey
2   Comprehending the best practises in the world, analysing existing Turkish constructions comparatively.
3   Learning and able to solve the problems of disaster management which is related to centralized and local managements.
4   Teaching the importance of willingness mechanism concerning disaster management.

1 Presentation of a general overview on the subjects of the course `Integrated Administration during Natural Disasters , Definition of the basic terminology of the course
2 Crisis and crisis administration, historical development and etymological structure of the concept of crisis, characteristics of crisis, process of crisis, types of crisis, purpose and importance of crisis administration, stages of crisis administration and integrated crisis administration
3 Extraordinary administration authorities, place of crisis administration and practices of crisis administration in Turkish Public Administration

6 Administartive and institutional structuring relating to Natural Disaster Management
7 Midterm
8 The authorities of emergency power during the Natural Disaster. Significance of Natural Disaster management and Natural Disaster Management enforcements in Turkey
9 Country experiences by development level in climate-dependent natural disaster-induced crisis administration (Avalanche, flood, freezing rain, tsunami, tornado, fire and etc.)
10 Country experiences by development level in the administration of geological structure-dependent natural disaster-induced crises (such as earthquake and tsunami)
