Course Objective

The main purpose of this course is to focus on the institutional structures, competence, legislation and policy-making, new forms of governance, the nature and effect of EU law. It enables learners to understand the role of legal system on development of European integration and to have sufficient knowledge to produce advanced studies on EU.

Learning Outcomes of the Course Unit

1   apprehend legal structure of the EU and evaluate and interpret the relationship between the institutions,
2   have sufficient knowledge on EU s internal and external competence and on the principles of shared and complementary competence,
3   demonstrate sufficient knowledge on direct effect of EU law, apprehend the ECJ approach and scholars thoughts on direct effect and evaluate the impact of these approaches on the legal integration.
4   have sufficient knowledge on the conclusion of international agreements with third parties and the legal effect of these agreements in the EU legal order,
5   demonstrate sufficient knowledge on the contribution of EU policies, such as free movement of labour and competition, on EU aims.

Assessment Criteria

1. The learner will be fully prepared to discuss reading assignments.
2. The learner will clearly understand the role of legal system in integration process.
3. The learner will demonstrate sufficient knowledge on the relationship between legal structure and
economic and political integration.

2. Attending at least 70 percent of lectures is mandatory.
3. All assignments should be submitted on time. Otherwise will not be accepted.
