Course Objective

The main purpose of this course is to evaluate the formation of Common Agricultural Policy (CAP); its practices, reforms and their results; the place and the significance of agriculture in the EU economy and Acquis Communautaire; understanding the EU-Turkey Relations within the context of the agricultural sector and the policies.

Learning Outcomes of the Course Unit

1   Have knowledge on the formation, aims, principles, operations, instruments and fundings of the CAP,
2   Analyse the agricultural structure of the EU and the role of agriculture in the EU economy,
3   Evaluate the causality of the change in the EU agricultural policies, CAP Reforms and their results,
4   Analyse the current situation of the global agricultural trade, WTO Agreement on Agriculture and the position of the EU and Turkey,
5   Analyse the agricultural disparities between EU and Turkey, challenges and the discussions on this subject and have knowledge on the harmonisation process of Turkey's agricultural sector and the policies to the EU.

1 Agricultural sector; the features of the agricultural production and products.
2 Significancy and the functions of the agricultural sector, the aims and the instruments of the agricultural policies
3 EU agricultural policies (Treaty of Rome and agriculture, the formation of the CAP, its principles, functions and financing)
4 EU agricultural policy reforms: 1968 Mansholt Plan, Narrow-scoped Reforms (1973-1983), First Comprehensive Reforms (1984-1989)
5 EU agricultural policy reforms: 1992 MacSharry Reforms, Agenda 2000 Reforms, 2003-2004 Reforms, 2008 Reforms and after
6 The Results of the EU Agricultural Policies (agricultural budget, agricultural employment, agricultural firms, agricultural output and productivity, agricultural trade, rural development)
7 The Effects of the CAP Reforms: Budget, production, income
8 The Effects of the CAP Reforms: Employment, rural development, foreign trade
9 The agriculture in terms of the EU-Turkey Relations (1963-1995 Period)
10 The agriculture in terms of the EU-Turkey Relations (after 1996 Period)
