Course Objective

The course objective is to instruct general structure and characteristics of Turkish Public Law (System).

Learning Outcomes of the Course Unit

1   to explain applicable arrengement regarding to Turkish Public Law. 2   to clarify the content and the meaning of the Turkish Public Order. 3   to explain Turkish Constitutional System. 4   to express basic rights and freedom set forth in Turkish Constitution. 5   to explain the Lagal Liability of govermental bodies arising from administrative acts and transactions.

Week Subject Description 1 Einführung, Begriff des öffentlichen Rechts, Rechtsquellen 2 Verfassungsrecht, Verfassungsrechtsrechtliche Grundlagen 3 Die Verfassungsprinzipien: das Demokratieprinzip, das Rechtsstaatsprinzip, das Sozialstaatsprinzip, Sonstige Prinzipien 4 Der Erlass von Bundesgesetzen, das Gesetzgebungsverfahren, das Wirksamwerden eines Gesetzes 5 Der Schutz der Verfassung durch das Bundesverfassungsgericht 6 Die Grundrechte, allgemeines zu den Grundrechten 7 Begriff und Funktionen der Grundrechte, der Geltungsbereich der Grundrechte: 1- Der persönliche Schutzbereich 2- Der sachliche Schutzbereich 8 Midterm Exam 9 Die Einschränkung von Grundrechten 10 Allgemeines Verwaltungsrecht und Verwaltungsprozessrecht: Grundlagen, Begriff und Organisation der Verwaltung 11 Allgemeine Grundsätze des Verwaltungshandelns.
