Course Objective

This course aims to introduce students to the political, economic and legal aspects of the long-standing relationship between Turkey and the European Union on the way to full membership. Starting with an overview of the historical background of the relations between both sides, and proceeding with the association and the candidacy periods, the focus will be on the critical analysis of the recent developments and the specific problematic issues that play a key role on the agenda that changes each year.

Learning Outcomes of the Course Unit

1   be familiar with the historical background of Turkey-EU Relations. (Knowledge)
2   demonstrate understanding of the nature of Turkey-EU Relations from various aspects, including political, economic and legal. (Knowledge)
3   demonstrate understanding of the recent developments in Turkey-EU Relations. (Knowledge)
4   describe and explain critically the reasons behind the problematic and sensitive issues that slow down the accession negotiations on the way towards Turkey s full membership to the EU.(Knowledge)
5   be able to make a comparison of Turkey-EU Relations with other candidate countries. (Knowledge)
6   will be able to make power-point presentations in class-room. (professional)
7   will be able to engage in discussions with the rest of co-learners as well as the lecturer. (professional)

2 Foundation of the Association Between Turkey and the EEC/EC/EU: Ankara Agreement and the Additional Protocol
3 The Objectives and the Functioning of the Customs Union Between Turkey and the EU
4 The Enlargement Process of the EU: An Overview
5 The Copenhagen Criteria and Turkey: Where Does Turkey Stand
6 Turkey s Candidacy: An Overview of the Accession Negotiations Between Turkey and the EU in Light of the Progress Reports

8 Rest of the study areas are to be determined each year according to the most recent issues that are on the agenda and play a key role in the relationship (e.g. the question and exercise of the right of the free movement of Turkish Citizens in the EU; the Cyprus issue; freedom of press; etc.)

Assessment Criteria

1. Will describe and explain the background of the historical process in Turkey-EU Relations.
2. Will describe and explain Turkey-EU relations from different dimensions, especially the political, economic and legal ones.
3. Will describe and explain the major recent developments in Turkey-EU Relations that play a key role in the evolution of relationship.
4. Will describe and explain in a critical manner the reasons behind the problematic areas, which affect the accession negotiations.
5. Will use IT knowledge to prepare power-point presentations.
6. Will be able to express views in a clear, precise and self-confident manner.
7. Will use library and internet sources.
