Course Objective

This course aims to understand the planning experiences which based on different political and economic choices in different cities and in different periods of made on after the Republican period to the present day, in particular Ankara, Izmir and Istanbul in Turkey and to question the affect of these rationalities on the natural / historical environment and cities.

Learning Outcomes of the Course Unit

1   will be able to classify the differing planning approaches after the Republic period to present in Turkey (Knowledge),
2   will be able to describe the economic and political preferences which caused the differentiation of the planning approaches (Comprehension),
3   will be able to explain economic and political rationalities which forms the space (Comprehension),
4   will be able to interpret changing content of public interest in urban planning system in Turkey (Application).
5   will be able to analyze expectations for the planning institutions on the basis of changes in economic politics (Analysis).

Course Contents

1 Structural transformation due to the external dynamics before the Republic period between 1838-1923 Reading list will be given in this week.
2 The legal change about development plan before the Republic period
3 Development movements before the Republic Period: Istanbul case
4 structural transformations which created by nation-state during the establishment of the Republican Ideology between 1923-1948
5 The organization of the development plan in the period of 1933-1945
6 The development of organizational structure: Ankara Case / Plan of Jansen
7 The development of organizational structure: Izmir Case / Plan of Rene Danger
8 The development of organizational structure: Istanbul Case / Plan of Prost
9 Midterm Examination
10 Expectations of National Development paradigms about cities in 1950s: Urbanisation movements and migration
11 Planned Development Period: written plan documents period and results caused by new organizational formation (1960-80)
12 Experience of Izmir and Ankara in Master Plan Bureau period
13 The first generation structural reforms after 1980 and the emergence of new urban development dynamics
14 The second generation structural reforms after 2000 and neoliberal urbanisation strategies.
